- Concern political relations between U. S. and France, St. Pierre and Miquelon, Martinique, Guadeloupe, French Indochina, the Society Islands, and Tunis.
- Consist of instructions to and despatches from diplomatic and consular officials, and notes between Dept. of State and foreign representatives in the U. S., mostly dealing with the Kellogg anti-war pact.
- Four Black diplomats served in consular posts: James G. Carter, consul at Calais, 1927-1940; William H. Hunt, consul at St. Etienne, 1906-1926, consul at Guadeloupe, 1927-1929; George H. Jackson, consul at Cognac, 1908-19-?; William J. Yerby, consul at La Rochelle, 1925-1926.
