Focuses on how the majority of blacks, especially in Pittsburgh and Philadelphia, crossed party lines and elected Republican Dick Thornburgh governor of Pennsylvania and what Republicans must do to keep blacks in the party. Also discusses the role Frank Rizzo, mayor of Philadelphia, had in mobilizing and consolidating the black community against him. Participants in the discussion include Philadelphia council woman Ethel Allen, governor Dick Thornburgh and other political activists from both easter and western Pennsylvania.
