- An update on Memphis' Free the Children initiative, a program started in 1989 to provide poor residents with adequate housing. Memphis and Shelby County housing and community executives, Free the Children, inc. executives, builders, neighbors and members of Habitat for Humanity, describe the difficulties the initiative faces including the dependency on government financing and incentives, poor income levels and bureaucratic red tape.
