'An act to prevent the migration of people of color' was reported in the House of Representatives on March 20, 1813. It is not indexed in the Senate journals, but is tagged in the index to the House journals as unfinished business.
  • Each letter is signed "A man of colour" [i.e., James Forten]; the first is dated April 1813.
