Mr. Hill talks about his career with the New York City Police force, the difficulties facing African-American policemen, and the need for greater self-esteem in the African-American community ; the year, place of birth; early family life; early education in Harlem, recollections about Countee Cullen as french teacher and other teachers; arrest for shoplifting, age 12, influence of parole officer; time in army after City College; start with police department, 1946, race issues involved; early patrol car beat in Harlem with white partner; work as patrolman, targeted for outspokeness on racism in force; reason for promotion through the ranks to assistant chief, 1971; impressions of Malcolm X and Nation of Islam; importance of community based policing; (2) impact low self-esteem in black community has on its development; difficulty facing black officers who serve a white society and negative impact on behavior; opinion on Affirmative Action, problems African-Americans have with city testing - cultural as well as academic, need for goals; strong community support in his precinct; need to define role of police, impact negative media coverage has on police,lack of support ; need for police interaction with community members; what the Force needs in a commissioner; work since retirement in 1973 - work with UPS for 18 years; board memberships; need for role models and different income levels in a community; need for greater understanding between the recent Caribbean immigrant population and the African-American community; advice to youth; feelings about the term African-American; childhood recollections of racism.
