- Biography
Charles Herman Ruggles (1789-1865), judge and congressman, was elected a representative from Poughkeepsie, New York, to the U.S. Congress, 1821-1823. He was a circuit judge and vice-chancellor of the Second Judicial District of New York, 1833-1846; and served as a judge of the New York Court of Appeals from 1847 to 1855.
