First published in London, 1655 in two editions, Latin and English. Written in Latin by John Milton and published under title: Scriptum Dom. Protectoris reipublicæ Angliæ, Scotiæ, Hiberniæ, &c. ex consensu atque sententiâ concilii sui editum; in quo hujus reipublicæ causa contra Hispanos justa esse demonstratur (q.v.). The English edition was published under title: A declaration of His Highnes, by advice of his Council; setting forth, on behalf of this Commonwealth, the justice of their cause against Spain.
Lists instances of cruelty and oppression towards English mariners and others at Hispaniola, Providence, Tortugas, etc.
On p. 6 the first two words of the last line (onder een, in other copies) failed to print.
