- Based upon an experiment undertaken in 1935 by the Michigan Municipal League, the Civil Service Assembly of the United States and Canada, and Public Administration Service. Four Michigan cities - Flint (156,000 population), Saginaw (80,000), Kalamazoo (54,000), and Dearborn (50,000) - were selected for the project. cf. p. 4.
