Biography

William Joseph Black, architect and urban planner, was born in Carthage, Texas, in 1934. He was raised in Chicago, attended the University of Illinois at Chicago, completed his undergraduate work at Columbia University in New York, and earned his Master of Science degree in Urban Planning at Columbia's School of Architecture in 1971. Though Black's career, throughout the 1960s and 1970s, consisted of extensive travel and holding architectural and planning positions in different countries, his main concern was for the community projects and urban planning needs in Harlem. As a consultant to the New York City Planning Commission, the Model Cities Administration and the New York State Urban Development Corporation, Black undertook studies of Harlem's planning needs and designed programs for community development projects, including the Park Avenue North Study, the St. Nicholas Historic District and the Fifth Avenue Park Walk.

After receiving the A.W. Brunner Award from the Architectural League of New York in 1968, Black focused on developing the "Gateway to Harlem" project, a mixed-income residential, cultural and commercial complex. The first phase of the complex, the Harlem Music Center, was formed in 1969 to create a music research and performance center. However, the Center closed after five years because Black couldn't successfully implement the residential and commercial components of the complex. Black's other activities included the "Visions of Harlem: Past, Present and Future" project (1970), which was to celebrate Harlem's history and architecture from the 17th to 20th centuries. The project's much-delayed exhibition was shown at the Studio Museum in Harlem (1974) and the American Institute of Architects Gallery in Washington, D.C. (1975); however, a proposed book was never published. The "Black Builders of America" project, funded by the National Endowment for the Arts in 1973, was to focus on African-American builders from 1619 to 1974. However, the project's outcome is not clear. From 1975 to 1976, Black taught at the University of the District of Columbia, Department of Community Planning in Washington, D.C. He would die from cancer there in 1977.
