"This manuscript was obviously prepared for official use by the Tsarist Russian General Staff. An analysis of the entries seems to indicate that it was prepared in December, 1916, or in January, 1917. The document was acquired in Germany in March, 1953, from Russian emigre (post 1917 emigration) sources. It seems that it was brought from Russia by someone who was aware of its value, both as a record of the High Command of the Tsarist Army just before its dissolution, and as a list of commanders who might be sought by the Bolsheviks."-- from a note by W.S.
