In an effort to identify relatively innovative approaches used by municipal officials and share these approaches with other leaders, the Illinois Institute for Rural Affairs with support from the Governor's Rural Affairs Council, chaired by the Lt. Governor, commissioned a study of innovative practices in six small Illinois cities (Monmouth, Colona, Mount Vernon, Robinson, Milan and Sycamore).
