- Summary
- Skyrocketing rents coupled with a decline in federal funding for low-income housing and the disappearance of SRO hotels have contributed to the homeless crisis in New York City. This tape, conceived as a visual tool for The Coalition for the Homeless, was shot clandestinely by the directors who, with a team of photographers smuggled small tape recorders and still cameras into some of New York City's homeless "lodging" sites. The still photographs were synchronized with audio interviews to form a disturbing document of individuals and families entrapped by a "cycle of chaos." The homeless describe the squalor and danger of welfare hotels and shelters, of being harassed by the authorities in public places like Penn Station, and of the search for cardboard boxes that serve as living quarters on the city's streets. In this dire situation, the elderly and those with physical and mental disabilities are especially vulnerable. To provide some hope in the face of tremendous odds, are exemplary programs of low-cost housing. These include the St. Francis Residences I and II, which meet the needs of the mentally ill in a community setting, Phelp House for the elderly and disabled, and Capitol Hill, an SRO for single persons.
