- The Housing Rights Videotape is specifically designed to aid New York City tenants in securing their rights. Each section is designed to address a specific problem that tenants face. SECTION ONE: Your Housing Rights [with a section on co-op conversion] (19 min.)--This introduction to the Housing Rights Series explains the tenant/landlord relationship in New York City and the responsibilities of both groups. The tape discusses eviction and defines rent control, rent stabilization and the Warranty of Habitability. Delineates the housing rights of senior citizens and the requirements for proper co-op/condominium conversions. SECTION TWO: How To Form a Tenant's Association (19 min.)--A step-by-step guide to the formation of an effective tenant's association beginning with a core group of active tenants. Explains how to hold a general meeting and follow through on decisions, list complaints and publicize agenda. Stresses the importance of accurate complaint records supplemented by photographs and requisite city forms. Details proper negotiating procedures with the landlord. SECTION THREE: How to Go on Rent Strike (18 min.)--Provides detailed information on instituting a rent strike if other negotiating procedures fail. Advises tenants regarding banking procedures for withheld rent and the dissemination of unfavorable publicity describing the landlord's unfair housing practices. Includes advice on the purchase of emergency fuel by tenants. SECTION FOUR: How To Use Housing Court (27 min.)--A description of Housing Court and the functions of its different sections.
