- Summary
- The Raymonds explore varying styles and philosophies of law enforcement in this film that updates their 1977 documentary "The Police tapes," a hard-edged portrait of a police precinct in New York's troubled South Bronx. Interviewed before the controversial Rodney King case, Los Angeles police chief Daryl Gates voices his tough stance on lawbreakers. He endorses "whatever force is reasonable" to apprehend suspects, including high-tech weapons, SWAT teams, battering rams and raids. Anthony Bouza, former Bronx Borough Commander but now Minneapolis' chief police, talks less about combating crime than disciplining a police force compromised by brutality and addressing the root causes of criminality. Bouza's law enforcement policy has aroused enmity and barely suppressed hostility in his men. In efforts to reform his department's image as "brutal and racist," Houston police chief Lee Brown (later to head New York City's Police Department) initiated a program of community policing. He has made a point of meeting with every citizen who has lodged a police brutality complaint.
