The bulk of the collection, however, deals with ACE's efforts to improve housing and organize tenants in Central Harlem from the early 1990s to the mid 2000s.

- Action for Community Empowerment (ACE) was a grassroots community development non-profit organization based in Central Harlem dedicated to decent housing, safe neighborhoods and tenant empowerment. ACE, formerly known as the Hotel Tenants Rights Project, was formed in 1987 by the New York Conference of the United Church of Christ in an attempt to organize the tenants of various government-subsidized affordable housing buildings ("welfare hotels") in Manhattan.
