Summary

"The unstable political situation in many African countries refers to a phenomenon we call the 'violence problem'. We assume that all social orders have to cope with violence in order to assure durability. Solutions to the violence problem, however, vary greatly, ranging from avoidance, regulated forms of intra-societal violence like fueds, to the coercive force of central powers. From this point of view, the monopolising of violence by the modern state is but one among many historical outcomes of such processes of socialisation. The current emergence of socio-political orders within and beside existing structures in Africa furthermore shows that the state is only a 'primus inter pares' among several power groups, a configuration which opens spaces of manoeuvre for non-state power groups enabling them to succeed with their conceptions of order against, parallel to or in interlacement with the state. The present volume addresses these configurations by the term of 'heterarchy', i.e. a concept that allows for the perception of fluid, intertwining and changing relations within an entity whose components may divide and again unite in ever new constellations.
