Biography (note)
  • The office of Comptroller, established in New York State in 1797, functioned as chief fiscal officer of the state with responsibility for settling and auditing the state's accounts, authorizing payment or investment of state funds, and borrowing on the state's credit. Among the activities performed by the Comptroller's Office in executing this function was accounting for real and personal property taxes. A law of 1799 (amended in 1801) established a system of assessing and taxing real and personal property and required tax commissioners or (beginning in 1801) county supervisors to submit to the Comptroller a copy of the county's tax rolls and a list of unpaid taxes.
