From 1983 to 1989 he works for the City of Buenos Aires Neighborhood Cultural Program under the City's Department of Cultural Affairs, photographing the city and its people and organizing classes and photography workshops in different neighborhoods. In 1987 the City of Buenos Aires Department of Cultural Affairs places him in charge of a project to create a museum of photography for the city, but the initiative fails due to budgetary restrictions. In 1988, together with five other photographers, he organizes the Symposium of Photography Buenos Aires La Plata, setting a precedent for the current Festivals of Light. He and Eduardo Grossman curate the exhibition Masters of Argentine Photography 1860 to 1960, which is presented in the National Exposition Salons. From 1989 to 1991, he directs recovery and preservation of Argentinas photographic patrimony projects at the Antorchas Foundation. During this period, he designs an Argentine photographic library and an archivist program to be implemented on a national level. In 1992, he is awarded the Konex Prize for Visual Arts and, in 1996, the Leonardo Achievement Award from the Buenos Aires National Museum of Fine Arts. In 1996, he publishes his first book on Buenos Aires, Estampas Portenas and it is launched along with an exhibition in the Cronopios Room of the Recoleta Cultural Center in Buenos Aires. In 1999 he presents, in Rio de Janeiro, his exhibition Na Rocinha, his photographic work on favelas (slums) at the Brazilian Argentine Cultural Institute. In 2003, he publishes Siesta Argentina - Ediciones Lariviere - with a text by Lucas Fragasso. The following year, he publishes another photographic essay, this one on Boca and Argentine passion for football, Cada vez te quiero mas - I love you more each passing day - (Ediciones Lariviere).
