Summary
Author, gospel singer, and probation officer Reverend Dr. Harold E. Bailey was born February 12, 1938 in Chicago, Illinois. He graduated from Englewood High School in 1957. Bailey then attended Wilson Junior College, Central State University, Chicago State University and Governors State University. Bailey was the lead singer of the Harold Bailey Singers from the 1950s to the 1970s. In 1979, as a Cook County probation officer, he proposed a rehabilitative education program for offenders. In 1984, state representative HistoryMaker Carol Moseley Braun and the Illinois Legislative Black Caucus sponsored the Probation Challenge Act, meant to implement Bailey's program. The legislation earned the praise of federal Judge Prentice Marshall. Bailey appeared on ABC-TV's Good Morning America as well as CBS-TV's 60 Minutes. Bailey, the recipient of numerous awards nationally and internationally, also operated and maintained the program, the only court-mandated rehabilitation course of its kind in the United States.
