- City official Terry Hillard was born on August 11, 1943 in South Fulton, Tennessee. One of ten children, Hillard's family moved to Chicago while he was still young. At the age of nineteen, Hillard enlisted in the U.S. Marine Corps and served for thirteen months in Vietnam. Upon his return to Chicago, Hillard entered the Chicago Police Training Academy where he rose through the ranks, eventually being appointed as Chicago police superintendent by Mayor Richard M. Daley. Hillard later returned to school and received his A.A. degree from Loop Junior College as well as his B.S. and M.S. degrees in corrections from Chicago State University. In 2003, Hillard retired from the Police Department and the following year, co-founded Hillard Heintze LLC, a security advising company. In 2005, he contributed to the book Chicago Police: An Inside View about his leadership in the Chicago Police Department.
