- University president Norman C. Francis was born on March 20, 1931, in Lafayette, Louisiana. He attended St. Paul Catholic elementary and secondary schools, graduating in 1949. Enrolling at Xavier University in New Orleans, Francis earned his B.S. degree in 1952. Francis entered Loyola University Law School, where he earned his J.D. degree in 1955. In 1968, after working as a top administrative aide, Francis became president of Xavier University. During his presidency, Xavier University experienced unparalleled growth in its enrollment and as an institution, acquiring a School of Pharmacy .In 1986, Francis was named one of the 100 Most Effective College Administrators in America. In his forty-seven years as Xavier's president, Francis received a number of honorary degrees and awards from UNCF, the National Urban League, and the Southern Association of Colleges and Schools. He retired from his post as Xavier's president in 2015.
