Summary

"In this study of people's expectations of truth and reconciliation commissions in 5 African countries, the authors demonstrate that the presumed beneficiaries of TRCs are largely disappointed with their performance. The authors argue that the hasty, 'copy-cat' recourse to TRCs in Africa has tended to overlook serious flaws in the conceptualization and design of TRCs as transitional justice mechanisms. They argue that the fusing of notions of accountability and state duty on one hand, and of citizen reconciliation on the other, represents a problematic conflation of discourses, theories, practices, and epistemologies of distinct, though certainly related, areas of study and practice. For more effective analysis and policy implementation, such discourses need to be deconstructed and dissociated. Similarly, the deployment of TRCs in uncertain transitional circumstance amounts to the squandering and undermining of what ought to be a unique tool of transitional justice."--Page 4 of cover.
