"Energy markets are characterized by significant shifts in supply oftentimes stimulated by extreme swings in the oil and gas policies of governments. The predominant explanation for these significant policy changes focuses on the presence or absence of 'resource nationalism', where a national government exercises control over a major national resource. In this book, David Mares reviews Latin American oil and gas policy history from the late 19th century to 1990-Venezuela's in particular-to develop an understanding of how political apparatus influences policy choices in the energy sector. In so doing, he uncovers that policies and government ideology have not historically lined up as we might expect and that unlikely partnerships have in fact been quite common. While recent developments in Venezuela might indicate that resource nationalism is not a viable strategy, Mares demonstrates that the longer history shows that, if executed well, it can lead to success"--
