- A collection of essays, all published previously. The essay on pp. 67-101, "Hitlers Stellung im nationalsozialistischen Herrschaftssystem" [appeared in English in his collection "From Weimar to Auschwitz" (1991)], analyzes the Nazi regime as an anarchic conglomeration of agencies and officials pursuing uncoordinated initiatives. All were vying for the approval of Hitler, and at least the upper levels shared his ideology, including antisemitism, whereas the lower levels were more likely to be efficient bureaucrats. On pp. 87-92, explains Himmler's pursuit of the Final Solution as possible only in this context. Asserts that without any need for an explicit order, Himmler was undoubtedly carrying out Hitler's intentions. The essay on pp. 184-232, "Die Realisierung des Utopischen: Die 'Endlösung der Judenfrage' im 'Dritten Reich'", appeared in the collection "Kontroversen um Hitler" (Frankfurt: Suhrkamp, 1986).
