"This book provides an insider's perspective of the process of establishing a complicated system of state marine protected areas through the Marine Life Protection Act Initiative-something many thought could not be done because of the enormous geographic region and the large contingent of individuals, organizations, and agencies who had a stake in the outcome, and whose goals were often very different. The process was contentious and often emotional but the collaborative process prevailed and a network of protected areas is in place as a result. The success of this public process is something to celebrate, but the author wrote the book to demonstrate the far-reaching value of an opportunity to learn from an extraordinary set of social experiments and apply those lessons to similar situations. This is a story where government worked hand-in-hand with nongovernmental partners to achieve success, and many of the strategies that worked well can be adapted to other situations. From today's vantage point, the MLPA process can be viewed as a great case study of innovative state-level action"--
