- This proceedings, Revenue Enhancement for Water and Wastewater Systems, examines techniques used in the water and wastewater utility industry to avoid major capital expansions; increase revenue through better planning and management of existing resources; or, in the case of Las Cruces, New Mexico, develop a fee system to equitably allocate the cost of providing new utility service and the cost of adequately maintaining the existing system between individual users of the system.
