Summary
Over the last three decades, in terms of policies and programs for the provision of housing in Colombia, priority has been given to reducing the quantitative deficit and the development of new housing through a system of demand subsidies. As of 2012, the Programa de Vivienda Gratuita (PVG, Free Housing Program), or Programa de Viviendas 100?% Subsidiadas (100% Subsidized Housing Program), which seeks, through a subsidy not previously created - in kind - to grant free housing units to the most vulnerable households in the country. This book proposes a methodology for the evaluation of programs and projects of social interest and especially priority, methodology that was tested through the study of some cases of the PVG.
