Reproduced by TransAfrica and 23 other non-governmental organizations in the United States, this booklet describes itself as "a story of a failed effort of five Western nations to compel South Africa to live up to norms of international law and conduct". It provides a critical survey of the negotiations in the 1976-1982 period, arguing that the Reagan administration has encouraged the hostile position of South Africa, and proposes, specifically, that the US should remove the issue of the Cuban presence in Angola from the negotiations for Namibian independence. The appendices contain several UN and SWAPO documents. The booklet is also distributed as a UN Security Council document (S/15781/23 May/1983). (Eriksen/Moorsom 1989).
