Summary
This report reviews the impacts of solar energy programs undertaken in California, Florida, New Mexico, Minnesota, and New York. The state initiatives explored were: information outreach activities; consumer protection programs including standards, testing, certification, warranties, licensing, and consumer complaint offices; and tax credits and rebates. Volume I offers analysis of the experience in these five states and presents conclusions and recommendations that will assist state governments in improving or launching their own programs. Volume II provides further background material on the programs in the five states, a discussion of thre report's research methodology, and results of a computer program on the effect of state and federal tax credits.
