Summary
"The Criminal Justice Act which came into force on 1 October 1985, brought about a number of significant changes in the law relating to criminal justice. It responded to widely expressed concern about issues such as biculturalism, community involvement in the criminal justice system, the victims of crime and violent crime. The principles underlying the new Act, and many of its specific provisions, were recommended by the Penal Policy Review Committee, which consulted widely in the course of preparing its report, published at the end of 1981. The legislation has now been in effect for three years. It is important therefore that the government and public are aware of the way in which it is being used ... This report describes the way in which and the extent to which the new provisions have been utilised, and, in the case of parolees who have been allocated to programmes, provides evaluation data on the effectiveness of those programmes." -- Foreword.
