Examines the evidence of a trend toward increasingly protectionist activity on the part of trade policy-makers in the United States. Discusses the history of trade legislation in the United States as a background for consideration of tariffs and non-tariff barriers to trade between the United States and other countries. Analyses decisions involving U.S. imports of copper, potash and uranium in terms of their history, the structure and philosophy of the decision-making process, and their effects on Canadian-American trade in these commodities. Also examines the past and potential impacts of the Free Trade Agreement and the current round of the General Agreement on Tariffs and Trade on trade between Canada and the United States.
