Announcement of historic changes in face of New Zealand's poor economic situation. Reviews of government spending announced, in the areas of health, education and social services. ACC to be reviewed. Government announces the "redesign of the welfare state" including a reduction in current benefit levels and a full review of all areas of social policy. Family Benefit abolished from 1st April 1991 onwards. Existing industrial relations model to be replaced by one based on direct bargaining between parties ( Employment Contracts Act 1991).
