This book written under an ongoing programme of research in the Policies and Programmes for Development Branch of the ILO, shows that distortions may well have been exaggerated in the past, that in the last decade of the crisis most of these distortions have largely disappeared, and that external factors (declining terms of trade and the debt burden) have contributed also to the crisis.
