- Summary
- It is the purpose of this report to discuss the recommendations of the Commission as they have been ascertained to date from the point of view of problems and opportunities of implementation, and the proposed strategies of change for bringing these recommendations into effect. We have found it useful to organize the recommendations into three basic categories: 1. improved operations in the formal criminal system; 2. mobilization of resources of the non-criminal system for prevention and control of crime; 3. increased equity in the administration of justice. We propose a developmental strategy of change which begins with those systematic pilot projects that can now be initiated, and builds outward, step by step, as competence, interest, and acceptance can be established. We present the outline of such a strategy, over a five year period, along with developing institutional and budgetary requirements.
