- After surveying the status of the Jews before 1913 (including the public interventions of Bernard Lazare and the American diplomat John Hay against the persecution of the Romanian Jews), examines the activities of Romanian Jewish leaders and intellectuals (Wilhelm Filderman, Horia Carp) on behalf of civil rights for Jews, supported by the diplomatic efforts of Luigi Luzzatti and Georges Clemenceau. Mentions the antisemitic atmosphere in the Romanian army, despite the participation of the Jews in the Romanian war effort, and focuses on the struggle for emancipation led by the Uniunea Evreilor Paminteni (Union of Native Jews). Gives details on the debate regarding the emancipation of Romanian Jews at the Paris Peace Conference (1919), and the strong opposition of Ion Bratianu, the Romanian Prime Minister. The appendixes (pp. 319-342) present documents concerning the diplomatic and political debates around this issue.
