Summary
The purpose of this report is to give an analytical review of the themes that comprised the subjects of debate at the Nordic Council conference on "The Nordic Countries in the United Nations - for peace and development", held at the Marina Congress Center in Helsinki, January 10-12, 1995. The report also draws on contributions to the book "The Nordic Countries in the United Nations", written for use by the participants of the conference, and also contains the authors reflections. Annexed to the report are a number of the keynote presentations from the conference. The report is structured as follows: Part 1 is an introduction the background for and a review of the conference. Part 2 gives a presentation of the challenges the United Nations faces in the future. These can be divided into two categories: on the one hand, peace and peace-making and, on the other, the diverse issues having to do with security in a broader sense. Part 3 reviews the discussion of the role of the UN and its possible means of action in the areas of peace and security, while Part 4 views UN tasks in other fields. This is followed by Part 5, which considers key organisational questions as concern the activities of the United Nations and the relations between the UN and other organisations. The final section, Part 6, returns to one of the major conference issues: how should the Nordic countries as a body or as individual nations pursue their policies vis-̉-vis the United Nations? To which purposes should the Nordic countries employ the UN as a channel and a forum, as compared with other organisations, on global and regional levels? The structure of the report may involve a somewhat more systematic approach than was used during the conference. (adapted from author's abstract)
