It places evaluation in the context of the changing political economy of social welfare, setting out concerns that evaluation has become a mechanism for managerial and financial control, rather than for change in the direction of equality and justice. Ways in which evaluation may contribute to the development of 'good' practice and reveal, or preferably inhibit, 'poor' or 'corrupt' practice are explored." "In developing a critical approach to evaluation, a distinction is made between generating evidence of the practice and making judgements about its value. Critical social science and postmodernist understandings of knowledge, truth and power are drawn upon; evidence is treated as problematic, contested and socially constructed, revealing not 'the truth' but 'truths' of practice."
