The intentionof these Guidelines is to provide guidance on the detrmination of adequacy of reception facilities for ship-generated waste as part of the implementation of the International Convention for the Prevention of Pollution from Ships 1973 as modified by the Protocol of 1978 relating thereto (MARPOL 73/78. Widespread use of the Guidelines will assist States to overcome the problem of determining the need for reception facilities.[From Foreword].
