Summary
"The zero-base project contains a large number of activities with respect to the planning and implementation of radio frequencies for FM and AM radio stations in the Netherlands. Starting point is a complete revision of all available frequencies for public and commercial radio stations. The objective is to improve the efficiency and quality of broadcasting and providing more radio stations with opportunities to broadcast. Within in Europe, this is considered a unique operation. All of the activities were supposed to be completed by 1 September 2001. However, this planning had to be adjusted. The Ministry asked RAND Europe to identify critical elements regarding costs, quality, and timing of the outcome of the zero base project and develop a risk management plan for those elements that could pose a threat to a desirable outcome. This risk analysis took several dimensions of the problem into account, among which international arrangements, auction characteristics, technical implementation aspects, and overall performance in the context of media policy."--Rand abstracts
