Summary
Some 9 million children in Africa have been orphaned by AIDS, presenting policy-makers and others with a major challenge. How will local governments and other local actors cope with this huge and growing number of vulnerable children? How will they be fed, clothed, sheltered, educated, and given medical care? Who will assume responsibility for them - will local governments build large orphanages, or should other strategies be adopted? These and other issues have not been adequately debated. Also, while AIDS afflicts communities in rural and urban areas alike, analysts have begun to recognise that they pose a particularly acute challenge in urban areas. As a result the Centre for Policy Studies in Johannesburg and the Comparative Urban Studies Project of the Woodrow Wilson International Center for Scholars of Washington, DC, decided to host a forum on this topic. The initiative was funded from the Wilson Center's grant from the Office of Population and Nutrition and the Office of the Environment of the United States Agency for International Development (USAID), via a co-operative agreement with the University of Michigan's Population Fellows Programs.
