"The International Seed Treaty which came into force in 2004 was the culmination of over 20 years of negotiations. The Treaty arose out of a growing awareness that crucial plant genetic resources are being irretrievably lost and that farmers throughout the world must be given an active role in the management and governance of these resources. The Treaty places Farmers' Rights - the rights of farmers to access and use plant genetic material and to be regarded as principal stakeholders - at the centre of a global and legally-binding system for the management of plant genetic resources for food and agriculture."
