Summary
This study seeks to understand "how AIDS epidemics can contribute to state fragility" (Cluster C of the AIDS, Security and Conflict Initiative [ASCI].) An exploratory project, the study does not aim to measure fragility but to identify trends that may introduce it. A fragile state is generally defined as one characterised by weak governance, poor service delivery and ineffective policies. Indicators of state fragility encapsulate political, economic, humanitarian and social dimensions (Hannan & Besada: 2007; Rice & Patrick: 2008). The study sampled 12 local municipalities in the Western Cape, Northern Cape, Free State and KwaZulu-Natal, with the aim of comprehending the impact of HIV/AIDS on ward councillors, and the epidemic's potential to affect accountability, effective government and legitimacy.
