- "Up until 1998 German law allowed businessmen to pay "greasemoney" to foreigners to help facilitate the sale of products to other countries. The tax authorities called those schemes schmiergelder which could lawfully be claimed as tax deductions. Yet as legal as those payments were in Germany, they were not necessarily legal in foreign countries. As a result, middlemen like Karlheinz Schreiber would set up secret offshore bank accounts in order to hide the money trail. This way, they believed, every payment would remain anonymous.
