• The conference was proposed by the sixth International Conference of American States, 1928; it was developed through the agency of the Governing Board of the Pan American Union, working first through a Special Committee on Agriculture and later through a Permanent Committee on Agriculture. The Permanent Committee, in turn, organized national committees for agricultural cooperation in the countries members of the Pan American Union. The Division of Agricultural Cooperation of the Pan American Union was established to function as an organ of contact with these national committees. The conference was called by the United States through the State Department. The preliminary details of the conference program were arranged by the State Department, the Department of Agriculture, and other branches of the government in cooperation with the Pan American Union.
• In preparation for the conference 2 vols. of "Documentary material" were issued: [pt. I] 27 cm. (in mimeograph form) bearing imprint Pan American Union, was published by the Permanent Committee on Agriculture of the Governing Board of the Pan American Union, and contains reports of the Special Committee and of the Permanent Committee on Agriculture, resolutions, program of the conference, etc.; [pt. II] 23 cm. (bearing seal of the U.S. Dept. of State and having imprint United States Government Printing Office) contains technical papers by specialists mainly in the employ of the U.S. Dept. of Agriculture, prepared at the request of the National Agricultural Cooperating Committee of the United States, for use of delegates at the conference; [pt. III] projected as a record of the proceedings and resolutions of the conference, never published.
