- "The earthquake which hit Haiti on 12 January 2010 claimed a heavy toll in human lives and caused massive destruction in and around the capital. In this report the European Court of Auditors examines whether the EU support for rehabilitation of the country was well designed and implemented and whether the Commission properly linked the provision of relief with rehabilitation efforts and development aid. The Court concludes that the support for rehabilitation was overall well designed, addressing the major needs of the country. However, the programmes were not implemented sufficiently effectively and relief, rehabilitation and development were not sufficiently linked. This was partly due to the difficult context and the weaknesses of national authorities, but also due to shortcomings in the management of some factors under the Commission's control."-- Page [4] of cover.
