"The purpose of this book is to introduce a new technique for describing input and output oriented systems. The new technique, known as HIPO - which stands for Hierarchy, plus Input, Process, Output - is used to describe a system in terms of its inputs, outputs, and constituent processes, and places theses functions in a meaningful hierarchy. The significance of the HIPO concept lies in the fact that it is used to describe what a system does, instead of how it does it, and is thereby useful for planning, analysis, and decision making.
