- This is a collection of monthly columns, selected because of their special significance to the science, or art if you prefer, of zoning. As presented, they reflect the evolution of thinking on this subject through the years. This volume approaches planning law from the planning viewpoint, rather than the legal. The material is thus organized around major planning problems. The selection of areas for special emphasis reflects the relative importance of various problems from the viewpoint of planning policy, as well as richness of the legal content. The text treats each major problem not exhaustively, but in sufficient depth to cover three points: the range of legal arguments likely to arise; the principal legal restrictions on public action dealing with the environment; and the significance of these issues in the larger framework of democratic society.
