- The objective of the material presented herein is to establish a step-by-step approach to identify traffic operational inefficiencies. Using the suggested approach should produce a uniform review process that can be conducted on a continuing basis at a frequency deemed appropriate by the conducting agency. Determination of precise solutions to eliminate or lessen identified problems will usually require further analysis. Suggestions in this regard are given in the "Additional Procedures" section.
