Summary
The Nazi regime endeavored to lend the state the appearance of legality and hence legitimacy; the same held true for the civil administration in those "racially akin" occupied states, like the Netherlands. Until the spring of 1941 the Nazis there acted with restraint; the ingrained Dutch respect for law induced nearly all the Jews to obey when called on to register. Within less than a year, the civil government enacted all the restrictions already extant in Germany. In July 1942 the deportations began; the arbitrary measures of the SS replaced the pseudo-legal decrees of the civil government. Describes the activities of Hans Calmeyer (1903-1972), a German lawyer in charge of the subsection Innere Verwaltung in the civil government, whose main function was to decide on racial identity in cases of doubt. He was an anti-Nazi who decided to save as many Jews as possible by use of the legalism so dear to the Nazis. He certified thousands of Jews as "Aryans" or "Mischlinge", provided they could present proof that would pass inspection by the SS. He was, however, forced to reject a certain percentage of applications in order not to arouse suspicion, and was blamed for this after the war. Notes that Calmeyer suffered morally from the necessity of exercising power over life and death.
