Summary
Analyzes the changing aims of Goebbels' propaganda concerning Jews, and the reactions of Germans as far as these can be inferred mainly from the SD "Stimmungsberichte" and reports of other Nazi agencies. Cautions that these reports did not mirror actual public opinion, which, in the absence of free discussion, did not exist; rather, they were a tool in the forging of a uniform ideological worldview. Nevertheless, they betray the existence of resistance to anti-Jewish measures, expressed more often not in moral but rather in pragmatic terms, as this was less dangerous. From 1939 until 1943, Nazi speakers openly referred to the extermination of the Jews, whom they accused of plotting the war; after Stalingrad, they tried to bolster the German people's resolve to hold out by threatening them with the terrible revenge of world Jewry if it should win. But this threat proved counterproductive. In the last two years of the war, Nazi propaganda grew silent on the fate of the Jews under Nazi rule and emphasized, instead, the pernicious influence of the Jews in Britain and in the U.S. Most Germans were glad not to be confronted any longer with the crimes against the Jews, and after the war they could say with conviction that they had not known about them.
